Donna, there's no discussion of the logistics of delivery in the law. The bottom line is that you are selling something at retail. Your wholesale drop ship source needs to provide you with the GCC or you have to test.

I'm an online retailer and am a bit confused. How does drop-shipping play into this? I stock some items and ship myself, but there are many other items I sell that are shipped direct from the manufacturer. I won't necessarily have a GCC for those items because they are shipped direct by the manufacturer to my customer. I guess in this case I would be a "reseller"? I get reseller and retailer a bit confused. My understanding is a reseller does not carry stock, while a retailer does. So I guess I'm both. Back to my question, how do I as a business owner comply for those products that are drop-shipped, when I never have possession of the product? I'll never know what lot or batch they are shipping from. This law is so crazy I think it should leave retailer's and resellers out and also mandidate only testing from the componet level, which would also allow the handcrafter the ability to keep crafting. Testing once is enough!

@Kathleen: Thanks, Im not sure I had included that link in my other posts. Up to now Ive not started talking about strategies for thriving after CPSIA, mostly due to time constraints, but it is definitely time to get that done if it hasnt already been done:)
